Banking News – Ncell has once again submitted a formal letter to the Office of the Prime Minister and Council of Ministers, urging the government to review what it describes as unlawful decisions, unfair regulatory conditions, and amendments to the Telecommunications Regulations.

The telecom operator argued that the government’s decisions and conditions are not in the best interest of foreign investment or Nepal’s telecommunications sector. Ncell has requested the Prime Minister’s Office to review the disputed decisions and regulatory provisions and direct the relevant authorities to take appropriate action.

According to the company, it resubmitted the letter on Wednesday after receiving no response to its earlier request sent on January 6, 2026 (23 Poush 2082 BS) to the Prime Minister’s Office, relevant ministries, government departments, and the Nepal Telecommunications Authority (NTA).

Ncell stated that despite its previous appeal seeking a review of the government’s decisions and imposed conditions, no action has been taken by the authorities.

The company further noted that the Supreme Court has already issued an order directing that the matter be handled in accordance with the law, expressing hope that the long-running dispute will now move toward a resolution.

Ncell also pointed out that the Council of Ministers has the legal authority to revoke, amend, or replace its previous decisions if errors, ambiguities, legal challenges, changed circumstances, or new facts emerge, or when doing so is necessary to safeguard the public interest.

Since the disputed decisions concerning Ncell were originally made by the Cabinet itself, the company maintains that the Council of Ministers is the appropriate authority to reconsider and resolve the matter through a formal review process.
