Banking News – The Government of Nepal has unveiled the Implementation Action Plan for the Third National Public Financial Management (PFM) Reform Strategy 2026–2030 (2083–2087 BS), aimed at making the country’s public financial management system more effective, transparent, accountable, and results-oriented.

According to the Ministry of Finance, the action plan outlines the responsible agencies, implementation phases, timelines, expected outcomes, performance indicators, and key milestones required to effectively implement the reform programs incorporated in the national strategy.
The ministry stated that the document was prepared through consultation and participation with ministries, departments, commissions, government offices, and other relevant stakeholders. It also incorporates feedback and recommendations received from the concerned institutions before being finalized.
The action plan provides a clear roadmap for implementing public financial management reform activities by defining the responsibilities of implementing agencies, the timeframe for execution, and the expected results of each initiative. It also emphasizes institutional coordination, ownership, and accountability to ensure the successful implementation of the reform agenda.
To support effective implementation and continuous oversight, the Ministry of Finance has also prepared a Monitoring, Evaluation, and Learning (MEL) Plan 2026–2030 (2083–2087 BS). Under the framework, the progress of reform programs will be assessed through results frameworks, performance indicators, data sources, reporting mechanisms, and institutional learning processes.
The government expects the action plan to make public financial management reforms more results-driven while ensuring regular monitoring, evaluation, and accountability. It also believes the initiative will contribute to the efficient utilization of public resources, stronger fiscal discipline, improved governance, and enhanced public service delivery.
