Banking News – Executive Director of the Securities Board of Nepal (SEBON), Binay Dev Acharya, has stated that legal and institutional reforms are necessary to make the securities market more professional and technology-friendly.

Speaking at the first session “Product, Policy and Regulation: The Future of Nepal’s Capital Market” of the Nepal Capital Market Discourse 2026, organized by Banking Samachar with NASA Securities as the main sponsor, Acharya stated that while existing laws and regulations have made the securities market somewhat technology-friendly, some legal provisions still need to be changed.

He pointed out the need to make SEBON’s current governance structure more professional. He stated that the existing system, which includes representatives from the private and government sectors, should be reformed to prioritize expertise and professionalism. Acharya also emphasized the need to focus on SEBON’s autonomy.

He noted that the board’s effectiveness can be affected by having to rely on the Ministry of Finance even for formulating general rules and legal provisions. Stating that even introducing new technology in the market requires legal basis, Acharya said that legal provisions must also be updated in line with technological development.
