Banking News – Minister for Law, Justice and Parliamentary Affairs Sobita Gautam has stated that a law is being drafted to prevent officials working in constitutional bodies from receiving duplicate benefits. Addressing a discussion held today at Singha Durbar on the Remuneration, Terms of Service and Facilities of Officials of Constitutional Bodies (First Amendment) Bill, 2083, with the members proposing theoretical and amendment proposals, Minister Gautam informed that since there is a constitutional provision for appointing retired special-class employees to constitutional bodies, the bill is being brought to control duplicate benefits through legislation.

“We have brought this bill with the objective that no one should receive duplicate service benefits,” she said. “The Supreme Court has also ruled that necessary laws should be made regarding duplicate benefits and remuneration of officials of constitutional bodies, so we are drafting the law keeping that in mind as well.”

Minister Gautam clarified that the law is being made with the objective that retired employees who are reappointed should not receive both types of service benefits. “Let there be proper use of the resources available with the state. This law is also necessary to end the tendency of anyone receiving duplicate service benefits,” she said. She also clarified that the amendment bill contains many clauses and an effort is being made to organize them.

She stated that through the bill, a planned arrangement is being made so that no employee receives both pension and salary. “The fundamental objective is that no individual should receive duplicate service benefits and the state’s limited resources can be used in a lawful manner,” she said. “It is about ensuring the proper use of state resources.”
