Banking News – Nepali Congress President Gagan Kumar Thapa has called for initiating the constitutional amendment process with a primary focus on good governance, institutional strengthening and the effective implementation of federalism.

Speaking at a “Constitution Amendment Suggestions” seminar organized by the Democratic Thought Society, Kaski in Pokhara, Thapa said good governance should be the top priority in any constitutional reform, noting that the issue was also highlighted in the party’s election manifesto.

He warned that failing to manage the amendment process carefully could push the country toward renewed political conflict, emphasizing that the Constitution is a living document that should be amended through historical understanding and consensus rather than emotion or political pressure.

Thapa stated that the Nepali Congress is open to discussions on all constitutional amendment issues except those affecting democracy, the rule of law, citizens’ rights and constitutionalism. He also stressed that the party would not allow any attempt to undermine the Constitution or fundamental civil liberties.

He argued that Nepal’s parliamentary system and mixed electoral model remain the most suitable form of governance, while calling for greater powers for provincial and local governments. Thapa added that although the Nepali Congress would not oppose the government out of prejudice, it would continue to hold the ruling party accountable as the main opposition.

During the event, Gandaki Province Chief Minister Surendra Raj Pandey emphasized the need to further strengthen federalism, saying delays by the federal government in enacting necessary laws have created implementation challenges for provincial governments.

Leaders, legal experts and constitutional scholars attending the seminar also discussed the need, scope and rationale for constitutional amendments, with Advocate Kapilmani Dahal presenting a working paper on the subject.
