Banking News – An estimated Rs 95 arab 42 crore will be required just to remove the stones, soil, sand, and building debris piled up by the Bhote Koshi flood. The “Rapid Damage and Needs Assessment (RDNA) Report” prepared by the National Planning Commission and the National Disaster Risk Reduction and Management Authority states that this amount will be required for immediate and long-term rehabilitation.

The report estimates that the amount will be spent under the “cross-cutting” sector for removing damaged building structures, disaster risk reduction, and inclusive rehabilitation. The flood has piled up damaged building structures worth Rs 48 arab 24 crore. This includes approximately Rs 2 arab worth of soil deposits. More than Rs 30 crore is estimated to be required just to remove this.

Similarly, an estimated Rs 94 crore 75 lakh will be required for disaster risk reduction, including Rs 35 crore for immediate needs and Rs 94 crore 40 lakh for long-term needs. This includes expenses for removing debris from waterways, river management and settlement protection, command area development, controlling erosion and landslides along upper riverbanks, restoring irrigation systems, and developing multi-hazard early warning systems.

The report indicates that Rs 15 crore is required immediately, that is, for six months, for inclusive rehabilitation. This amount will be spent on rehabilitation and reconstruction, covering the needs of vulnerable and marginalized communities, women, children, elderly persons, persons with disabilities, and other at-risk groups.

The report states that work on removing building debris, stones, soil, and sand can be completed up to 31.1 percent within six months. Additionally, the report assesses that only 0.4 percent of work under risk reduction management can be done. However, it states that inclusive rehabilitation and reconstruction can possibly be completed within that period.

For immediate recovery, Rs 67 arab 42 crore will be spent in the infrastructure sector. This will include work related to hydropower and grids, household renewable energy, roads, bridges, communications, sanitation and drinking water, irrigation, and rivers in the energy sector. An estimated Rs 8 arab 29 crore will be required for the recovery of the social sector immediately. This will be spent on private homes, public buildings and facilities, education, health, and cultural sectors.

An estimated Rs 5 arab will be required for the immediate recovery of the production sector. This amount will be spent on agriculture, fisheries, livestock, banking, economic activities, and livelihoods. Additionally, an estimated Rs 6 arab 60 crore will be required immediately, that is, for six months, for debris removal and disaster risk reduction.
