Banking News – The Nepal Teachers’ Federation (NTF) has expressed serious dissatisfaction with the Tenth Amendment to the Education Regulations, accusing the government of introducing the changes primarily for administrative convenience while ignoring longstanding concerns of teachers and school employees.

In a statement issued on Sunday, the federation alleged that the amendment indirectly undermines the professional trade union rights of teachers and school staff, creating obstacles to the smooth functioning of professional organizations.
The federation also criticized the government for failing to address the concerns of nearly 100,000 temporary education personnel, including relief teachers, former higher secondary school teachers, learning grant teachers, early childhood development (ECD) teachers, temporary, contract, and technical stream teachers, as well as school employees.
According to the federation, the amended regulations also overlook key issues facing teachers employed by institutional (private) schools and fail to clearly define the division of authority over school education among the federal, provincial, and local governments.
The statement further argued that, at a time when discussions on constitutional amendments and a new Education Act are underway, the regulation amendment weakens efforts to address critical structural issues in Nepal’s education sector.
Federation President Laxmi Kishor Subedi said teachers and school employees had expected the amendment to bring meaningful reforms and administrative improvements but were instead left disappointed.
He accused the government of breaking teachers’ trust by failing to ensure justice for education sector employees and warned that the federation would be forced to launch a new phase of stronger nationwide protests if their concerns continue to be ignored.
